WHISTLE-BLOWER POLICY
The purpose of this Whistle-blower Policy is to establish a clear framework that encourages employees, contractors, and other stakeholders to report concerns or suspicions of unethical, illegal, or improper conduct without fear of retaliation. This policy ensures that misconduct allegations are addressed promptly and fairly and that individuals who report concerns are protected.
This policy applies to all employees, contractors, interns, volunteers, and any individuals associated with government offices who may witness or become aware of any illegal, unethical, or improper conduct within the organisation.
Whistle-blower : An individual who reports concerns or suspicions of unethical or illegal conduct, including violations of laws, regulations, or policies.
Improper Conduct : Includes, but is not limited to, fraud, corruption, abuse of power, negligence, violations of laws, ethical breaches, conflicts of interest, misuse of resources, discrimination, and harassment.
Retaliation : Any adverse action taken against a whistle-blower as a result of their reporting, including but not limited to job termination, demotion, harassment, or discrimination.
Whistle-blowers may report their concerns to Vigilance Officer, ICMR-National Animal Resource Facility for Biomedical Research, Genome Valley, Shamirpet Mandal, Medchal-Malkajgiri District, Hyderabad, Telangana 500101 by post and/or email to “vigilance-narfbr@icmr.gov.in”.
No anonymous/pseudonymous form of communication shall be considered. Reports should include specific details of the alleged misconduct, such as the nature of the issue, the date(s) of the event(s), and the parties involved, along with supporting evidence/documents. The Whistle-blower’s details will be kept confidential and will be projected strictly as per Section 11 of The Whistle Blowers Protection Act, 2014. Further, any person who makes any disclosure mala fidely and knowingly that it was incorrect or false or misleading shall be dealt with as per Section 17 of The Whistle Blowers Protection Act, 2014.
Investigation and Action will be initiated as per the extant rules. The office will handle all whistle-blower reports with the utmost confidentiality. Information regarding the report will only be shared with those involved in investigating or resolving the issue, as necessary.
