What is RTI?

17 ITEMS (MANUALS) PRESCRIBED IN CLAUSE (B) SUB-SECTION 1 OF SECTION 4 WHICH EVERY PUBLIC AUTHORITY REQUIRED TO PUBLISH WITHIN ONE HUNDRED AND TWENTY DAYS FROM THE ENACTMENT OF THIS ACT.

Animal experimentation in Bio-medical research continue to remain crucial to find out better ways to understand, prevent, treat and cure diseases as currently there are no existing alternatives to substitute the biological systems. World over, new drug research as well as tests meant for assuring the quality, safety and efficacy of pharmaceutical products /vaccines/ recombinant products are based on experiments involving animals. The use of animals for research is essential for the development of new and more effective methods for diagnosis and treatment of diseases that affect both humans and animals. Virtually every breakthrough in new drug/vaccine development has been the direct result of research in animals.

Therefore, the first EFC for the institution submitted to the Ministry on 21st October 2004 and the Government of India accorded approval for its formation on 18th November 2015. The Department of Health Research (DHR) Ministry of Health & Family Welfare has conveyed the orders on 3rd December 2015 for creation of National Animal Resource Facility for Bio-Medical Research (NARFBR) institute. ICMR issued OM and notification for establishing it as a permanent institute of ICMR on 1st Jan 2016.

Vision:

To build state of the art infrastructural facility as a single stop solution and to make available all the resources for basic, applied and regulatory research to bio-tech, bio-pharma and bio-medical institutions in the country

Main Objectives:

To provide comprehensive range of biological and technological related resources for the advancement of justified basic and applied biomedical research in the country and to make the country self-sufficient in the availability of quality large and small animals especially non-human primates (NHPs), Canines, Porcines, Equines, Ovines, Caprines, Lagomorphs and Rodents of different strains including specialized strains such as transgenic and knockouts.

  • To create infrastructural facilityof international standards with international accreditation for performing pre-clinical testing of new drugs, vaccines, GM foods, stem cells, recombinant and herbal products within the country offering validation authorization on behalf of Government of India and to open the avenues for making available the cost-effective vaccines and drugs for our population.
  • To develop HRD trained manpower in the specialized areas of lab animal sciences and technology in support of biomedical research and create opportunities in the country
  • To provide technical help and technical training in the specialized areas of the Laboratory Animal Sciences & Technology.
  • To serve as a Reference Centre of ICLAS and WHO as a national member for all aspects of Laboratory Animal Sciences for promoting international collaboration pertaining to quality control norms with reference to animal experimentation.
  • To build international Scientific Resource Organization dedicated for the advancement of human and animal health. Simultaneously to establish a Centre of Excellence to provide the best contemporary practices for promoting the ethical care and use of all resources in research and welfare of laboratory animals.
  • To develop innovative methods for alternatives to animal experimentation and validate testing approaches for drug development.

The Director: The Director heads the Institute and looks after the scientific, administrative and technical work of the Institute.

Scientists: Scientists are responsible for planning and executing the research projects. They also assist the Director in carrying out the research activities and technical coordination. They organize and participate in the training programmes as well as awareness programmes of Institute mandates.

Technical Staff: Technical Staff constitute a core research groups to assist and support various research projects, being carried out by the scientists.

Administrative Officer: The Administrative Officer handles all administrative matters of the centre. The Administrative Officer assists and advises the Director of the centre for administrative matters/issues. The Administrative Officer of the centre is assisted by Section Officers, Assistants/ Upper Division Clerk/Lower Division Clerk, etc. The role and powers of Administrative officer are contained in Appendix III of the Rules and Regulations of the Council.

Account Officer: The Account Officer handles all budget and financial matters of the centre. The Account Officer assists and advises the Director of the centre for financial related matters/issues. The Account officer of the centre is assisted by accounts staff, Section Officers, Assistants, Upper Division Clerk/Lower Division Clerk. The role and powers of Accounts officer are contained in Appendix III of the Rules and Regulations of the Council.

Supportive staff is the backbone of the Institute, in administration and scientific research.

Each unit/section of the centre is tasked with the responsibility of managing the intramural activities of that unit/sections. The extramural activities are handled by the director office.

The decision making process involves processing of administrative and scientific issues by the subordinate officials on file for a decision by the Director, Administrative Officer/ Account Officer respectively.

Proposals requiring the approval of the Director of the centre are submitted to the director office

Proposals requiring the approval of the Director General or ICMR Head Quarter Officials are submitted through the Director of the institute

All proposals having a financial implication are examined in consultation with the Financial Adviser, ICMR HQ, Delhi before their submission to the DG

Scientific Advisory Committee: Reputed national in the field of bio-medical specialties and tribal health are nominated as Chairman and Members of Scientific Advisory Committee (SAC). The chairman and members of SAC are free from any administrative control of DG or Director of the Institute. They meet at annually and critically evaluate the scientific and developmental activities of the institute.

Scientific Advisory Group (SAG): The annual report of RMRCT along with the SAC Observation / Recommendation presented by the Director in SAG at division of Epidemiology and Communicable Disease (ECD), ICMR for their expert advice

Ethics Committees: The Institute constituted a committee under the Chairmanship of a Professor from Medical College with experts from Medical Colleges, NGOs, and Governmental Institutions. Every year, after the SAC the committee meets and offers their comments in each new project.

Scientific & Financial Audit: The Principal Directorate of Audit, Scientific Department, Kolkata is undertaking the audit of the institute accounts as well as projects accounts. The scientific activities of the projects as well as the financial activities of the Institute are also being reviewed by the Principal Directorate of Audit, Scientific Department, Kolkata. The internal audit team from our Headquarters, ICMR, New Delhi is also doing the audit of the centres and projects accounts.

The procedure followed in the decision-making process, including channels of supervision and accountability:

Various committees are constituted to guide the Director in making decisions with Scientific Advisory Committee (SAC) is empowered to provide direction in research activities. It also approves scientific research projects that are undertaken by the institute.

  • Institutional Human Ethics Committee(IHEC) provides approval by carefully examining ethical issues in research projects undertaken in the institute.
  • Purchase Committee assists Administration to verify completion of required codel formalities outlined by ICMR with respect to the purchase of equipment and other items for the institute.
  • Building Maintenance Committee looks after the maintenance of the buildings matters such as renovation, repairs, refurnishing etc.,
  • Grievances Committee is meant to sort out of grievances of staff members and recommend suitable action to the Director.
  • Maintenance and Security Committee helps to maintain discipline among the staff members and advices suitable action for incident leading to the breach of institutional discipline.
  • Vehicle maintenance committee is responsible for maintenance of vehicles in good on road condition and scrutinizes logbooks for each vehicle to ensure appropriate use.
  • Sexual Harassment Committee is to investigate the reports of employees/women�s harassment in the institute and ensure the safety of the employee.

The norms set for the discharge of its functions:

The Institute discharges its functions in accordance with the provisions contained in its Rules and Regulations, Bye laws and the extant administrative and financial norms prescribed by ICMR for its employees.

The Institute holds under its control the Rules & Regulations of ICMR, and its Bye laws.

The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof:

While there is no provision requiring the association of members of the public on its various committees etc., the Institute actively avails of the services of eminent scientists both serving and retired, including officials from Department of Public Health, Directorate of Medical Education on its Boards / Committees / Bodies viz. Scientific Advisory Committee, Ethics Committee, with the due approval of ICMR.
